GREEN BAY, Wis. (WFRV) – Victory II returned to Green Bay for the first time in two years, carrying about 200 passengers and over 80 crew members aboard for the first docking of 2025.
The ship, operated by Victory Cruise Lines, was once known as Ocean Navigator, operated by American Queen Voyages. Victory II docked at Leicht Memorial Park, becoming the first cruise ship to arrive in Green Bay since ownership changed last year.

To celebrate the arrival, Discover Green Bay President and CEO Brad Toll and Victory II’s captain held a ceremonial plaque exchange at the dock, honoring its arrival in a community welcome.
“This is a very exciting moment for our community,” Toll said via a release. “Cruise tourism is a unique and impactful way to bring new visitors into our city and show off everything Greater Green Bay has to offer.”
The ship will dock again in Green Bay on June 24-25, with another return in 2026 via Victory Cruise Lines’ future trips on the Great Lakes.
