BELOIT, Wis. (WFRV) – A driver was arrested for his second OWI offense after nearly hitting five pedestrians shortly after ‘losing control’ of his vehicle in southern Wisconsin.
Officers with the Beloit Police Department say they responded to the 100 block of West Grand Avenue around 1:50 a.m. on Saturday after a vehicle drove on the sidewalk and crashed into a building.

Officers say the vehicle, driven by Rafael Soto of Beloit, was westbound when he allegedly lost control and drove onto the sidewalk, nearly hitting five pedestrians, officers say.
Soto was arrested for OWI – second offense and five counts of 1st degree recklessly endangering safety.
No pedestrians were injured, and the building only sustained ‘cosmetic damage.’
