RACINE, Wis. (WFRV) – One felon was arrested, and another is at-large following a drug investigation and search warrant in southeastern Wisconsin that yielded over 100 grams of cocaine and marijuana each.
Deputies with the Racine County Sheriff’s Office say that on January 21, its SWAT Team and Metro Drug Unit (MDU) conducted a search warrant in the 100 block of North Memorial Drive in Racine.

The search was part of an ongoing investigation after authorities had conducted a controlled buy of crack cocaine from the residence on a previous date. The investigation revolved around 31-year-old Jarvis Walker and 54-year-old Patsy Clemmer.

“Coincidentally, in 2025, the SWAT Team and the MDU executed a search warrant at the same residence for similar drug-related activity involving different people,” noted deputies in the release.
During the search, Walker and Clemmer were not there, but authorities seized 41.5 grams of powder cocaine, 139.3 grams of crack cocaine, and 119.8 grams of marijuana. Agents also found an empty gun box with three loaded magazines, but no guns.
The release notes that both Walker and Clemmer are convicted felons, which makes possessing a firearm a felony.
Shortly after the search, deputies stopped Walker, who was reportedly in a vehicle known to authorities, and took him into custody.

Walker was taken to the Racine County Jail and is being held on a $72,500 bail for the following charges:
- Manufacture/Delivery of Cocaine (>40g)
- Possession of THC – 2nd or Subsequent
- Maintaining a Drug Trafficking Place
- Felony Bail Jumping

It was noted that Walker also has two open criminal cases, both drug-related, which reportedly include 28 felony counts and one misdemeanor count.
Clemmer, however, is still at-large, and a warrant will be issued for her arrest. Clemmer reportedly has open criminal cases in Racine County, including an active bench warrant.
