Two Wisconsin teenagers face first-degree reckless homicide charges after shooting death of 18-year-old

MADISON, Wis. (WFRV) – Officers in southern Wisconsin have made two arrests stemming from a fatal shooting incident that occurred shortly before 10 p.m. on February 13.

According to the Madison Police Department, two teenagers were arrested Tuesday morning with probable cause in connection to the shooting death of an 18-year-old on the east side of the city, believed to be a targeted incident.

The incident occurred around 9:57 p.m. on Thursday, February 13, with officers responding to a parking lot in the 200 block of North Thompson Drive, where they found a victim suffering from gunshot wounds. The victim was pronounced dead on the scene.

17-year-old Vincent Franklin of Madison was taken into custody around 8 a.m. on Tuesday after a traffic stop, and a 16-year-old who was injured in the shooting is also in police custody at the hospital while recovering.

Both teenagers face first-degree reckless homicide charges along with armed robbery; however, the investigation is still ongoing.
