Former Outagamie County HR Director accused of using Snapchat to distribute child porn, charged in federal court

BARABOO, Wis. (WFRV) – Adam Westbrook, the former Outagamie County HR Director, has officially been charged in federal court after allegedly using Snapchat to distribute videos of minors engaging in sexually explicit conduct.

A release from the United States Attorney’s Office states that Westbrook, a 34-year-old Neenah resident and the former Outagamie County HR Director, is charged with distributing a visual depiction of a minor engaged in sexually explicit conduct.

The indictment alleges that Westbrook used Snapchat to distribute two videos of a minor engaged in sexually explicit conduct on or about January 27, 2024.

Westbrook was initially charged through Sauk County with four counts of Child Sexual Exploitation – Videos, Records, etc. and four counts of Possession of Child Pornography. Court records show that those charges were dismissed. He now faces charges in federal court.

Westbrook was booked into the Sauk County Jail on February 16.

If convicted, Westbrook faces a mandatory minimum penalty of five years and a maximum penalty of 20 years in prison.

According to Westbrook’s LinkedIn, he previously served as Executive Director of Human Resources and Legal Affairs for Sheboygan County. Westbrook also served Neenah as City Attorney.

Outagamie County Executive Tom Nelson issued a statement to Local 5 News saying, “Adam Westbrook resigned on Saturday, February 17 and is no longer associated with the county. We will continue to cooperate with authorities and do all we can to assist in the investigation.”

Westbrook made his initial court appearance on February 22.

The charge against Westbrook is the result of an investigation by the Wisconsin Department of Justice Division of Criminal Investigation and the Neenah, Lake Delton, and Kenosha Police Departments. It was also part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
